The United States Department of Energy (DOE) published a Notice of Intent (89 FR 105555) to the Federal Register on December 27, 2024, to prepare a Supplemental Environmental Impact Statement (SEIS) for Remediation of Area IV and the Northern Buffer Zone of the Santa Susana Field Laboratory (SSFL). The public scoping period ended March 27, 2025, which was 90 days from publication in the Federal Register.

DOE’s Proposed Action, to be analyzed in the SEIS, is to remediate chemically and radiologically effected soil in Area IV and the Northern Buffer Zone as well as restore the affected environment in accordance with applicable laws, orders, regulations, and agreements with the State of California. This proposed action follows the 2018 Final Environmental Impact Statement for Remediation of Area IV and the Northern Buffer Zone of SSFL (DOE/EIS-0402), the Record of Decision for building demolition (84 FR 51150), and the Record of Decision for groundwater remediation (85 FR 71640).

Several conditions have changed since the issuance of the Final SSFL Area IV EIS relative to new options for soil cleanup actions. Therefore, three new soil cleanup alternatives would be analyzed in the SEIS:
  • (1) - Updated Look Up Table (LUT) Values,
  • (2) - Multiple Lines of Evidence, and
  • (3) - Resident with Garden Risk-based

Comment Submittal
 

During the first steps of the NEPA process, DOE invited the public to submit oral comments at two meetings on the scope of the Draft SEIS. Written comments were also accepted by email and mail. That scoping period closed on March 27, 2025.

Any comments received by mail must be postmarked by March 27, 2025, to ensure consideration. Comments received after this date will be considered to the extent applicable.
